Overview
The National Center for Cardiovascular Diseases (NCCD) is a non-profit public institution approved by the State Commission Office of Public Sector Reform on November 3rd, 2009. It is affiliated with the National Health Commission. According to Circular of the National Health Commission on Issuing the Provisions Concerning Main Responsibilities, Internal Organizations, and Staffing of the National Center for Cardiovascular Diseases (No.27 [2019], National Health Commission), NCCD is registered as a Category II public institution. It is located at the start of West Shilong Road and West Chang'an Street, Mentougou District, Beijing. NCCD and Fuwai Hospital, Chinese Academy of Medical Sciences (hereinafter referred to as "Fuwai Hospital") are committed to developing a world-class pro-innovation platform for translational medical research.
Organization
The center is mainly composed of professionals engaged in basic, clinical, epidemiological, information technology, project management, and administrative management of cardiovascular disease prevention and treatment research. There are 14 departments including the Party and Government Office, Personnel Office, Financial Assets Office and Medical Affairs Management Office.

The Office of Party and Government Affairs is responsible for daily operation and overall coordination, such as maintaining message archives and confidential information, providing meeting service, and dealing with foreign affairs and governmental inspection. It also undertakes the drafting of important documents and communicating governmental information. The Party affairs of the Center, mass organization and external publicity are also part of its responsibilities.  

The Department of Personnel is responsible for team building of cadres and talented personnel, and the management of institution staffing, post setting, personnel recruitment, professional title evaluation, remuneration and benefit, and labour relation. It also develops and manages the information system of human resources.

The Department of Finance and Assets is responsible for the management of budget and final account, accounting tasks, revenue and expenditure, and finance. It also participates in decision making of significant economic policy and undertakes asset management.  

The Department of Medical Affairs is responsible for resource distribution, organizing medical service, ensuring quality and safety, reporting medical service statistics, addressing important public health events, as well as cardiovascular diseases management.

The Department of Research and Industry is responsible for research base and platform building, bio-safety management of laboratory, research project management, and transformation of research results. It also undertakes the research, development, evaluation, and application of cardiac-related new drugs, new devices, new reagents, and new techniques.  

The Department of Medical Education is responsible for the enrolment and training of graduate students, residents, and advanced study students, formulating education plans and regulations, and providing different educational training. It also undertakes health education in cardiovascular diseases.  

The Department of Development is responsible for broadening development space and expanding the brand influence. It implements government policies on medical reform, enhances performance evaluation, boosts motivation, and fully represents the public welfare nature of development.  

The Department of Discipline Inspection, Supervision and Audit is responsible for discipline inspection and supervision, building good conduct and political integrity, and auditing work.

The Department of Preventive Medicine is responsible for conducting clinical research, epidemiological survey, as well as community-based prevention and control research on cardiovascular diseases. It also undertakes the design, quality control, organization, and implementation of projects in cardiovascular disease prevention and control.

The Department of Policy and Legal Research is responsible for conducting health policy and health economics research, and providing policy recommendation for governmental decision making on related policies, laws and regulations. It also undertakes the coordination and management of legal affairs.

The Department of Information Management, Monitoring and Evaluation is responsible for planning, implementing and managing the construction of the Center’s informatization, as well as the maintenance of the Center’s official website.

The Department of Resource Materials is responsible for establishing the system of purchasing, supply and support for resource materials, such as medicine, equipment and consumables.  It also undertakes the repairs and management of instruments and fixed assets.

The Department of International Cooperation is responsible for engaging in international communication and cooperation in cardiovascular disease prevention and control as well as the related fields.

The Department of Logistics and Security is responsible for the operation and maintenance of power equipment, property service, estate management, management of official cars, reconstruction engineering and decoration, environment construction, and logistic services such as dietary service. It also performs the duties in fire protection, security and traffic safety.

What we do

Conduct scientific research on cardiovascular diseases, and provide expertise and policy advisory support for the formulation of relevant laws and regulations, department rules, and technical specifications.

Assist in the formulation of national cardiovascular disease prevention and treatment program; Conduct research on the policies for prevention and treatment of cardiovascular diseases; Compile guidelines, technical specifications and related standards for prevention and treatment of cardiovascular diseases; Instruct and participate in the activities for prevention and treatment of cardiovascular diseases and health science literacy.

Establish a national population health surveillance system for cardiovascular disease and relevant environmental and behavioral risk factors, and conduct annual situation analysis; Compile report on prevention and treatment of cardiovascular diseases in China; Estimate the prevalence and future trends of risk factors, disease burden, incidence, and death from cardiovascular diseases in China.

Build a national network for prevention and treatment of cardiovascular diseases, demonstrate and disseminate appropriate technologies and measures, and assist with the organization and implementation of policy research, testing, and clinical evaluation of preventive and treatment drugs for cardiovascular diseases; Discover effective management models for cardiovascular health services.

Educate on topics of basic, clinical, prevention, and management of cardiovascular diseases; Promote academic communications and forge international cooperations.
